I’m surprised there also isn’t a provision that the sleigh/sled driver must also sing “Jingle Bells” or “Winter Wonderland” during their trek.

And don’t forget, any jerk caught sleighing about without bells will think twice about getting some the next time, after they have received their whopping punishment:

Penalty
(2) Every person who contravenes subsection (1) is guilty of an offence and on conviction is liable to a fine of not more than $5. R.S.O. 1990, c. H.8, s. 77 (2).
